COMAP: stronger investment incentives for SMEs
Uruguay’s updated regime provides additional corporate income tax relief and longer utilisation periods for qualifying micro, small and certain medium-sized companies.
Micro, small and certain medium-sized companies can access additional benefits when submitting an investment project to Uruguay’s Investment Law Application Commission (COMAP). The regime has applied since February 2026 and is intended to make investment incentives more accessible to SMEs.
Additional benefits
- Micro and small companies: 15 additional percentage points of corporate income tax (IRAE) exemption and two extra fiscal years to use the benefit.
- Medium-sized companies with up to 50 employees: 10 additional percentage points and one extra fiscal year.
- No cumulative investment ceiling: the previous limit of 3.5 million indexed units was removed.
- Digital filing: applications are processed through Uruguay’s Single Window for Investment and Foreign Trade.
For example, a micro or small company whose project originally qualified for an exemption equal to 30% of eligible investment over four years could reach 45% over six years under the additional benefit.
Who qualifies as an SME?
Classification follows Decree No. 504/007 and considers both headcount and annual revenue excluding VAT. Micro companies may have up to 4 people and revenue of up to 2 million indexed units; small companies up to 19 people and 10 million indexed units; and medium-sized companies up to 99 people and 75 million indexed units.
Companies should assess their category, eligible assets and COMAP indicators before committing the investment. Early planning helps structure the project correctly and preserve access to the available benefits.
